Who sets it
A federal law, passed by the State Duma on the Government's bill, sets the amount.
How it changes
The law is amended each year to raise the MROT, normally from 1 January.
Who is covered, and who is treated differently
- Regions can set a higher regional minimum wage through an agreement with unions and employers.
- The MROT is also used to calculate some benefits and charges.
What to watch for
- The figure shown is the federal amount, which is the lowest possible one.
Understand the legal system first
Russia belongs to the Civil law family. How pay is regulated depends on how the legal system makes and applies labour law.
