Practising law in Bulgaria as a foreign lawyer

We could not confirm a routeAsk the regulator about home-law practice

EU lawyers can register in a Unified Registry of Foreign Advocates to practise in Bulgaria. We could not find an official route for lawyers from outside the EU, and informal sources suggest third-country nationals cannot practise Bulgarian law.

Rules change. This page describes the kinds of route that exist. The regulator listed under “Official sources” publishes the current requirements, fees and dates, so always confirm with them. This is general information, not legal advice.

The routes

EU lawyers

For: Lawyers qualified in another EU member state.

  1. Register with the Supreme Bar Council in the Unified Registry of Foreign Advocates. Registered EU lawyers can take part in Bulgarian law firms, within the rules of the Bar Act.

The Bulgarian route

For: People who want to become Bulgarian advocates.

  1. Hold a master's degree in law.
  2. Pass the written and oral examination organised by the Supreme Bar Council and have at least two years of legal service. A doctorate in law, or more than five years of legal service, can allow registration without the exam (older OECD summary).

We found no current official source for lawyers from outside the EU. Ask the Supreme Bar Council.

Practising only your home-country law

We could not confirm a rule on practising only home-country law in Bulgaria.

Understand the legal system first

Bulgaria belongs to the Civil law family. Knowing how its system works makes the admission route easier to follow.
