Practising law in Hong Kong as a foreign lawyer

Hong Kong has a dedicated Overseas Lawyers Qualification Examination (OLQE) run by the Law Society, open to lawyers qualified in other countries, with exemptions for experienced lawyers. Foreign lawyers can also register to advise on foreign law.

Rules change. This page describes the kinds of route that exist. The regulator listed under “Official sources” publishes the current requirements, fees and dates, so always confirm with them. This is general information, not legal advice.

The routes

Overseas Lawyers Qualification Examination (OLQE)

For: Lawyers entitled to practise in another country who want to be admitted as solicitors of Hong Kong.

  1. Apply to the Law Society of Hong Kong to sit the OLQE.
  2. Pass the written Heads (conveyancing, civil and criminal procedure, commercial and company law, accounts and professional conduct, and Hong Kong constitutional law) and the oral Head on the principles of common law.
  3. Apply for exemption from some Heads if your experience qualifies, since experienced lawyers can apply for exemption.
  4. Complete the admission requirements and apply to be admitted as a solicitor.

Lawyers from civil-law countries must also sit the oral examination on common-law principles.

Practising only your home-country law

Foreign lawyers can apply to be registered as registered foreign lawyers with the Law Society and practise the law of their home country, and sometimes other foreign law, in Hong Kong. They cannot practise Hong Kong law without being admitted.
