Can a foreigner buy property in Ukraine?

Foreigners may buy, but with permission, zones or type limits

Ukraine allows foreigners to own non-agricultural land and buildings, but not agricultural land. Martial law may add further limits.

Land

Foreigners can own land inside cities and towns. Agricultural land is reserved for Ukrainian citizens.

Houses and flats

Houses and flats can be bought by foreigners.

Buying through a company

A company with foreign owners is also kept out of agricultural land. Check the current law before relying on a company for any other land.

Limits and closed zones

  • Land near the border and in some other zones is subject to additional limits.
