Reading the numbers. The rates are based on provisional counts of divorces by the state where they were granted, per 1,000 residents. Some states include annulments, and some include divorce petitions or legal separations, so state figures are not always strictly comparable. The CDC does not publish a divorce-to-marriage ratio for states, because couples often marry in a different state from the one where they live.
