The Law To Know

Module 5

Many regulations, one framework: overlap, crosswalks and conflicts

A business of any size answers to several regimes at once. A payments company may be subject to a financial regulator’s rules on safeguarding funds, a data protection law, an anti-money-laundering regime, a consumer protection law, a cybersecurity standard that its bank partner imposes by contract and, once it expands, a second country’s version of each. If every regime is mapped separately, the business ends up with five registers, five sets of controls and five sets of evidence, collected by different teams from the same systems. That is wasteful, and it is also risky, because the controls drift apart and answer the same question in different ways. The alternative is to map once and comply many times: keep a single set of controls and link each to the obligations of every regime that it helps meet. A crosswalk is the table that does this. But overlap is only part of the story. Regimes also differ, sometimes in small ways that matter and sometimes in ways that conflict. This module teaches how to find overlap, build a crosswalk, choose between building to the strictest rule and keeping local variants, recognise conflicts and keep the whole structure maintainable without pretending that different rules are the same.

General education on regulatory mapping and compliance analytics, using invented regulations, regulators, companies and figures. It states common practice in simplified form and does not describe any one country's law, which differs and changes; rules on scope, interpretation, reporting, record keeping, monitoring of staff and penalties in particular vary. It is not legal or compliance advice, and it does not replace advice from a qualified lawyer on a real regulatory question.
